    President Office

Message from the Acting President of the National Unity Government of the Republic of the Union of Myanmar to the Workers on the Felicitation of May Day

    1st May 2025

    1. On this year’s May Day, May 1, 2025, I extend my heartfelt wishes for mental strength, resilience, and physical well-being to all manual and intellectual workers both inside the country and abroad.
    2. May Day is a day to honor and value the legacy of the struggles fought for the rights, dignity, and justice of workers around the world. The strength, unity, and sacrifices of workers across generations have become historic milestones, giving rise to this meaningful and commemorative day. In Myanmar as well, we pay deep respect to the great Myanmar workforce, who have continuously and bravely participated – from the 1300 Revolution to today’s Spring Revolution – in the struggle to uproot military dictatorship and build a Federal Democratic Union.
    3. In Myanmar, since the military coup on February 1, 2021, the fundamental labour rights and human rights have been severely violated. Trade Union leaders have been arrested and imprisoned, arrest warrants have been issued, travel rights have been restricted, and citizenship has been revoked. Trade Unions have been pressured to re-register, forced to re-elect their leaders, and denied the right to freely associate, organize, and express their views. In addition, forced military conscription has been imposed. These actions constitute serious violations and non-compliance with the International Labour Organization (ILO) Conventions – Convention No. 87 (1948) on Freedom of Association and Protection of the Right to Organise, and Convention No. 29 (1930) on Forced Labour. As a result, in March 2022, the ILO established an independent and fair Commission of Inquiry on Myanmar (COI).
    4. The Tripartite Body led by the Ministry of Labour of the National Unity Government – comprising representatives of the government, employers, and workers – has actively participated in the activities of the COI. This body has been working to ensure that effective and strong actions are taken under Article 33 of the ILO Constitution against the military junta currently committing violations, and to secure official recognition of the National Unity Government as the legitimate government of the people of Myanmar through ILO mechanisms. These efforts have begun to yield meaningful success. We deeply acknowledge and appreciate the active cooperation of the entire Myanmar Labour Alliance (MLA), Global Unions, and Myanmar workers both inside the country and abroad, whose contributions have been instrumental in achieving this progress.
    5. Due to the military’s violent attempt to seize power, Myanmar’s already fragile economy has further deteriorated. The imposition of forced military conscription has led to a mass exodus from workplaces, resulting in significant labour shortages. Additionally, employers have been pressured by the junta to unjustly pay wages to workers during their conscription periods, as dictated by unlawful orders – further straining business operations. On top of these challenges, the country has now reached a critical point following the devastating natural disaster – a powerful earthquake that struck on March 28, 2025. We am deeply saddened by the severe socio-economic impacts these compounded crises have had on workers and the families who rely on them.
    6. The physical and psychological hardships faced daily by workers and the wider ethnic population of Myanmar can only be truly resolved when the dictatorship is completely dismantled. Only then can the fundamental rights that have been lost – such as freedoms, equality, and justice – be fully restored, and the urgently needed efforts to rebuild the country be effectively realized. Therefore, we strongly urge all Myanmar people including workers both inside the country and abroad to continue their revolutions by every possible means, so that the Spring Revolution of Myanmar can achieve a swift and decisive victory.
    7. As reflected in this year’s May Day slogan – “Social Justice and Decent Work” – it is essential for all of us to unite in the effort to restore justice for the crimes committed by the military junta and to ensure that all workers can return to decent, dignified employment in fair and safe working environments.
    8. We, the National Unity Government, once again urge the United Nations (UN), the International Labour Organization (ILO), and others, as well as governments around the world that value fundamental human rights and labour rights, to provide practical support and strengthen cooperation in tangible ways.
    9. The National Unity Government solemnly honors the historic struggles of workers who have long stood at the forefront in the pursuit of social justice and democracy. In our unwavering commitment to building a just and humane society, we affirm our solidarity with all the people of our nation.

The revolution must and will prevail.

Appeal from the Ministry of Labour of the National Unity Government of Myanmar to the Thai Government

    1. Prior to the military junta’s coup in Myanmar, there were over 1.2 million registered Myanmar migrant workers in Thailand holding passport, CI and other official documents, approximately 800,000 MOU workers, totaling over 2 million legal workers, alongside over 1.5 million undocumented Myanmar migrant workers. These workers were predominantly employed in industries with a high demand for manual laborers. Following the coup, the military regime has escalated human rights violations against the people of Myanmar, including unlawful suppression, torture, arbitrary detention, and mass killings. Additionally, the junta has imposed oppressive conscription law, forcing individuals into military service. The domestic economy of Myanmar has deteriorated, prices of goods have skyrocketed, and the population has suffered from natural and man-made disasters, including airstrikes and artillery shelling. As a result, many have fled to neighboring countries, with the majority seeking refuge in Thailand, which shares longer border with Myanmar.
    2. In this regard, the National Unity Government’s Ministry of Labour extends its gratitude to the Thai government for its cooperation in implementing the issuance of the Non-Thai Identification Card (Pink Card) program for undocumented Myanmar migrant workers, as per our requests. Additionally, we deeply appreciate the arrangements made to allow workers holding official documents such as passport or CI, whose visas and work permits are nearing expiration, to renew their status within Thailand without the need to return to Myanmar.
    3. However, it has been observed that the current process includes the following issues, which may cause significant difficulties for Myanmar workers, deviating from previously implemented methods:
      1. Requiring workers’ personal information to be shared with and verified by the military junta in Myanmar.
      2. Workers applying for visa or work permit extensions are not only required to pay the designated fees but must also provide evidence of tax payments to the junta. Additionally, they are mandated to remit funds to their families in Myanmar through military-designated banks and financial service providers, using exchange rates dictated by the Central Bank of Myanmar under junta control.
      3. The estimated costs for the process are projected to be double or even triple the previous expenses, placing an additional financial burden on the workers.
    4. The inclusion of the above-mentioned measures in the extension process further exacerbates the hardships faced by Myanmar migrant workers due to the junta’s various suppressions, compelling many into undocumented status. Simultaneously, it indirectly facilitates the military junta in obtaining foreign currency, which is covertly used to finance the bombing and killing of Myanmar civilians.
    5. Therefore, we urge the Thai government not to support or enable the oppressive actions of the military junta—a group soon to face accountability from international bodies such as the ICC and ILO due to the violations of basic labour rights and human rights, violence, and genocide in Myanmar. Instead, we request that Thailand ensure that Myanmar migrant workers, who contribute significantly to Thailand’s socio-economic development, are not subjected to increased hardships. We appeal for the process to be simplified and for the extension of visas and work permits to follow the previous procedures and cost structures, as Thailand has done in the past.

    Statement No. (1/2024)

    8th Waning Day of Tazaungmone 1386, M.E

    (23 November 2024)

Statement by the Tripartite Body of the National Unity Government

    1. The tripartite body, comprising representatives of the government, employers, and workers, and led by the Ministry of Labour under the National Unity Government (NUG), has been established in line with the Constitution and Conventions of the International Labour Organization (ILO). Its mission is to promote fundamental labour rights, social dialogue, foster industrial relations, and uphold international labour standards. In the aftermath of the military coup on February 1, 2021, which saw the unlawful seizure of Myanmar’s sovereignty, this body is making dedicated efforts to restore the basic rights stripped from the people of Myanmar, including workers both domestically and abroad. It seeks to hold the military regime accountable for its ongoing human rights violations through effective international measures, including those by the ILO. And it aims to secure ILO recognition of the NUG’s tripartite delegation, paving the way for the NUG to be acknowledged as Myanmar’s legitimate government and advancing the establishment of a Federal Democratic Union.
    2. We, the tripartite body, welcome the decision of the 352nd session of the ILO Governing Body to suspend technical assistance and cooperation with the military regime and to take measures under Article 33 of the ILO Constitution, as a result of the regime’s ongoing failure to comply with the conclusions of the 109th International Labour Conference in 2021, which called for the restoration of democracy and respect for fundamental rights in Myanmar, as well as the recommendations of the ILO Commission of Inquiry (COI) report submitted in August 2023 on the violation of fundamental labour rights and human rights (in particular, violations of C 029 – Forced Labour Convention, 1930 (No.29) and C 087 – Freedom of Association and Protection of the Right to Organise Convention, 1948 (No. 87), core conventions binding on all member states.). We remain committed to collaborating with relevant partner organizations to ensure that swift and effective actions are taken against the regime.
    3. Furthermore, the tripartite body, under the leadership of the National Unity Government, remains steadfast in its efforts to represent Myanmar at the 113th International Labour Conference scheduled for June 2025 and is committed to securing formal participation within the ILO’s tripartite framework.
    4. We strongly appeal to the ILO, a steadfast advocate for fundamental labour rights among its member states, as well as its member countries, international trade unions, and employers’ organizations dedicated to the principles of freedom, justice, and democracy, to collaborate closely with the National Unity Government and the tripartite delegation that genuinely represents the people of Myanmar. Together, we must urgently restore the fundamental labour rights and human rights that the people of Myanmar have been unjustly deprived of.

    Announcement No. (3/2024)
    3rd Waning Day of Tawthalin, 1386 M.E
    20 September 2024

Notification Regarding the Violation of Rights and Oppression on Myanmar Migrant Workers and the Citizens Abroad by the Military Junta

    1. The defeated terrorist military council has issued Notification No. (108/2024), which requires Myanmar migrant workers abroad to transfer at least 25% of their basic salary as family remittances through designated banks and financial services, as well as instructions to have licensed overseas employment agencies oversee the process and ensure compliance, in order to cover the foreign currency deficits used for violent oppression and killings against Myanmar people and to extend their term.
    2. This directive requires migrant workers to keep detailed records of their remittance transfers and submit copies to their overseas employment service agencies, which must then report these transactions monthly to the terrorist pillar for the terrorist military council, also known as the “Ministry of Labour,” with noncompliance resulting in restrictions on work permits, the issuance of Overseas Worker Identity Cards (OWIC), and passport renewal as well as there is a threat of severe actions to be taken.
    3. The terrorist military council’s acts constitute systemic violations that go beyond the responsibilities of overseas employment service agencies and migrant workers under the existing Overseas Employment Law (1999), resulting in unreasonable demands. Furthermore, the Code of Conduct that agencies must follow does not state that agencies are responsible for supervising the transfer of the family remittance of workers and it is only the injustice directives and orders including the fact to transfer the remittance without the worker’s consent in the employment contract. The order specifies that serious actions will be made, and that the passport validity will not be renewed or extended if evidence of the worker’s remittances is not produced. These actions are not in compliance with current laws and penalties. The junta’s announcement and actions are against the consequences of the current laws and regulations and violate citizens’ fundamental rights to possess a legal passport.
    4. Aside from Myanmar migrant workers abroad who cannot provide proof of family remittances, Myanmar migrants who actively participate in Myanmar’s democratic movements and those who have fled to neighboring countries due to violent abduction, arrest, persecution, and killings by the military junta are also subjected to human rights violations by Myanmar embassies under the military junta, which prevent these individuals from receiving passport renewals or extensions. It has been reported that 135 agencies that are unable to produce full evidence have had their sending activities suspended.
    5. Therefore, licensed overseas employment agencies, organizations, and individuals must not directly or indirectly cooperate with the actions of the violent military junta that violate the fundamental rights of citizens, both domestically and abroad, nor should they comply with any illegal and unlawful orders or directives. The agencies, organization and private agents that coerce or induce workers to make family remittance will face harsh penalties from the National Unity Government.
    6. We call on international organizations, including the International Labour Organization (ILO), to put a stop to the military junta’s violations and oppression of fundamental human rights, citizens’ rights, and workers’ rights that faced by Myanmar’s migrant workers and citizens abroad. We further ask that the military junta be held accountable for these continued abuses by taking swift and decisive action against them.

Announcement Regarding Family Remittances of Myanmar Migrant Workers Working in Foreign Countries

    1. The terrorist military council, which has already been declared as a terrorist organisation, and its nominal Ministry of Labour, in order to fulfil the urgent need of the foreign currency to prolong their term and terrorise the public, are attempting to exploit the sweat money of the migrant workers, by a letter of instruction dated 30-8-2023 in which it was forcibly directed to overseas employment agencies to send at least 25% of the basic salary of the migrant workers as family remittances every month or once every three months through their designated remittance services.
    2. Recognising the effectiveness and significance of Myanmar migrant workers in the movements of uprooting the military dictatorship and establishing a federal democratic union, the terrorist military purposefully issued this instruction to oppress the workers with arbitrary power and to exploit the workers’ sweat money for purchasing weapons and ammunition for terrorist acts that torture and kill people, as well as military aircraft fuel to bomb villages.
    3. This action is not in compliance with the existing law, the Law Relating to the Overseas Employment, 1999 and is illegal coercion of agencies and workers beyond the law, thus it is completely unnecessary for overseas employment agencies to comply with the instructions of the terrorist military council. And agencies are explicitly cautioned for deducting salaries/wages or forcing workers to comply.
    4. The National Unity Government has already announced that an illegal terrorist organization’s directive; any instructions are invalid and it will be automatically void. Therefore, Myanmar migrant workers are no reason to be concerned about the instruction as the contracts formed between an overseas employment agencies and migrant workers, which include limiting and controlling the family remittances of workers, and oppression and coercion of the workers and agencies are likewise void. Workers are encouraged to prevent bloodshed by providing their hard-earned money to the terrorist military, and to avoid doing financial transactions with the banks controlled by the military , private banks and financial service providers that deal with it.
    5. The National Unity Government hereby announce that it will take effective and severe action against any agency or person who acts to exert pressure the transfer by deducting from the wages of migrant workers or in any other way.
